Pursued to the edge of a cliff by relentless law enforcement, Butch Cassidy and the Sundance Kid were faced with an unenviable choice: jump, be captured, or — the most likely alternative — be killed while being captured. As they contemplate their fate, Butch and Sundance begin to argue over who should jump first, with Sundance finally admitting that he can’t swim.

Her Majesty’s Loyal Opposition is contributing little of use to the debate over how best to deal with the hundreds of refugees walking across the Canada-US border through fields and forests. Thanks to Donald Trump’s barrage of rashly conceived executive orders, immigrants to the United States seeking to stay there have become increasingly nervous that they will be deported without due process and are understandably seeking sanctuary in Canada. In Quebec alone, there was a 250 per cent increase in illegal crossings in January.

In December, after just three weeks in business, the Pacifico Life marijuana dispensary at 444 Bloor St. W. was shut down by the building’s landlord. It paid the price for operating outside the current federal law governing the sale of that drug. The government has promised changes to the law including decriminalization, regulation, and retail level access. Meanwhile, not too far away at Bathurst and Queen streets, the City of Toronto awaits federal approval to open a supervised injection drug site, where users like heroin addicts can get help if things go awry with their injection (such as an overdose) and get counselling and treatment. In both cases, it’s a waiting game for the federal government to act.

Toronto is growing. The downtown population residing south of the Canadian Pacific Rail tracks at Dupont south to the lake and from Bathurst in the west to the Don Valley Parkway to the east is presently 250,000 and by 2041 is expected to be 475,000. New condo towers that dominate the skyline south of Queen Street are just the beginning. Like a tsunami, the wave of residential development needed to accommodate this population growth will migrate quickly north to the Annex.
